The University of European Political and Economic Studies “Constantin Stere” (USPEE) is founded upon a clear academic commitment: to deliver quality-assured higher education aligned with European standards while operating responsibly within the national higher education framework of the Republic of Moldova.
Since its establishment in 1997, USPEE has evolved from a specialised institute in political studies and international relations into a comprehensive university offering undergraduate, graduate, and doctoral programmes across law, economics, social sciences, and related fields. This development has been guided by academic continuity, institutional accountability, and adherence to the principles of the European Higher Education Area.
Our academic model is structured around three pillars: rigorous quality assurance, transparent governance, and research-oriented education.
All programmes are credit-based (ECTS), modular, and designed with clearly articulated learning outcomes. We continuously strengthen internal evaluation mechanisms, curriculum review processes, and doctoral supervision standards to ensure that academic delivery remains consistent with both national legislation and international expectations.
USPEE’s strategic development reflects Moldova’s broader higher education reform agenda, particularly in areas such as internationalisation, doctoral education, digital integration, and quality assurance enhancement. As Moldova deepens its engagement with European academic structures, USPEE contributes by preparing graduates capable of operating within complex legal, economic, administrative, and diplomatic environments.
As a founding institution within The Eduverse academic network, USPEE participates in structured international collaboration. However, academic authority, degree-awarding responsibility, and quality oversight remain clearly anchored within the university. International partnerships and transnational initiatives are developed under defined governance frameworks to preserve academic integrity and institutional clarity.
Research and doctoral education occupy a central position in our academic strategy. Through authorised doctoral programmes and interdisciplinary research initiatives, USPEE seeks to contribute to legal reform, economic development, environmental sustainability, and public governance innovation within Moldova and beyond.
