Message from the President

At USPEE, we do not view higher education as a static institution. We view it as a strategic responsibility.

Since its foundation, USPEE has been committed to academic integrity, institutional autonomy, and responsible governance. Today, as we enter a new phase of international positioning, our mission remains clear: to deliver recognised, quality-assured European education while strengthening Moldova’s role within the wider European Higher Education Area.

Our vision is not expansion for its own sake. It is structured, regulated, and academically grounded internationalisation.

USPEE aligns its development with Moldova’s national higher education policies, including quality assurance reform, international integration, doctoral education strengthening, and digital transformation. We operate fully within the national regulatory framework while advancing European academic norms and international best practices. This balance between national responsibility and global ambition defines our institutional character.

As the founding institution of The Eduverse, USPEE plays a strategic role in shaping a coordinated global education architecture. Eduverse connects universities, transnational campuses, schools, and research hubs across multiple regions. Yet governance, degree-awarding authority, and academic responsibility remain clear and centralised.

This is not decentralised expansion. It is structured global coordination.

Through The Eduverse, USPEE enhances academic mobility, research collaboration, and international programme delivery while preserving institutional clarity, legal compliance, and quality oversight. Our transnational development operates under defined governance systems, ensuring that international growth never compromises academic standards.

Moldova itself is undergoing significant transformation; economically, institutionally, and geopolitically. Positioned between East and West and increasingly integrated with European structures, Moldova represents opportunity, resilience, and forward-looking reform. USPEE contributes to this national trajectory by educating professionals who are prepared for public service, legal reform, business leadership, digital innovation, and international cooperation.

We educate not only for employment but for responsibility.

Our strategic objectives for the coming years focus on:

• Expanding English-taught and internationally delivered programmes • Strengthening doctoral research capacity • Enhancing digital and blended learning infrastructure • Developing ethically governed transnational campuses • Maintaining transparent quality assurance systems • Supporting Moldova’s integration within the European academic and economic space

USPEE stands at the intersection of national development and global connectivity.

We are positioned in Europe. We are powered for the world. And we remain committed to delivering education that carries authority, credibility, and long-term value.

I invite you to join an institution that understands both its responsibility and its potential.

Serhat Akpınar
President
